In PbtA, players first put a dungeon card into the command zone, and then they play a card from the top of their library. The top card, in most cases, is the topmost card in their library. The same process will happen in your games with the Undercity dungeon card.
If you venture into the Undercity dungeon, there's no reason to actively spend your adventurer's level (or your influence) to enter Undercity. Undercity is, like the others, a static card, which means you can play it once, and then it can be played for free the next time. That mechanic means that the Undercity dungeon is one of the easiest dungeons to build. The dungeon is represented by a single black card, and it costs one black card and one adventurer's level to play. If you're running a four-player game, you could start with four monsters, four traps, four treasure, and one Undercity. That costs six adventurer's levels, or four adventurer's levels and two influence.
The Undercity card doesn't have any special abilities or keywords. It is simply a single static location in the Undercity dungeon. To access Undercity, you first have to venture into the Undercity dungeon. If you run out of room in Undercity, it won't be able to spawn anymore adventurers. You can, however, venture into the undercity again, if you want to. In the next example, I'm going to use the Undercity in this set to show some of the differences between a static card and a location.
However, you can use the Undercity dungeon in any of the adventures in this set. Once you use it the first time, you get to use it again when you venture into any of the adventures in this set. You can venture into the same Undercity again in any adventure, but that will not 827ec27edc
